Yes, in general that is true. In the US they have to specify in the ingredients that it is soybean oil though. Another one to watch out for is "vegetable broth" in tuna. I found out the hard way it was actually soybean broth. It wasn't labeled as "contains soy" like it should have been, but when I went to the company website their FAQ did say the "vegetable broth" was made with soybeans.

Vegetable oil and vegetable protein are general terms that can refer to a variety of plant (vegetable) source ingredients. They can be soy, or not. In the US, if the source is soy or wheat, that fact must be called out clearly in the ingredients or in a "contains" statement following the ingredient list.

Other sources for oil include corn and (rarely) olives--olive oil is expensive and so it is usually named. Protein can be from tapioca, as well as other sources.

I have been using the eye drops every hour and at night the gel drops as well as the heating mask. I have been traveling and kind of slowed on this routine, but it seems to be back a bit more now that I'm back at work (on the computer).  It seems strange to me that I would start getting this after a couple of months into the gluten free diet. Between this, the muscle twitches, the anxiety... I am quite overwhelmed. I can't find much on people whose eyes start getting dry AFTER gluten free.

Welcome to the forum, @warren031945! Use the search tool in the upper right corner of this forum page to find articles addressing your needs. I know there have been articles done on celiac.com dealing with the question of gluten-free cheeses and candies. Whether or not you could find something already put together in one place that is gluten free is another question, however.
