I'm not sure if you have access to seeing a dermatologist, but the best way to tell if it is dermatitis herpetiformis, which is the skin condition associated with celiac disease, would be to have a biopsy on one of the blisters. This is a tricky question...oats are often cross-contaminated with gluten unless they are labelled "gluten-free," which means they have been processed in a way to remove contaminants like wheat which is often grown in the same fields, or processed on the same equipment.
